According to RIA Novosti (Russian Information Agency) by June 2015 Russia plans to produce an official international ranking of higher education institutions, including universities in the CIS, BRICS and SCO countries which was stated by the Russian Government on May 27, 2014.
This plan obviously lies in direct connection with last year’s objective set by the Russian Government to bring Russian universities into the top 100 universities in the world and ensure the international competitiveness of Russian educational institutions. This goal is not easy to achieve and a lot of efforts have already been undertaken – in 2013 the government launched a special project and selected 14 universities through open tender that received additional funding. Total federal budget allocations under the project amount to 44 billion rubles [$1.3 billion] until 2016.
The call for the rankings was based on instructions given by Prime Minister Dmitry Medvedev during a State Council meeting earlier this month on priority national projects.
“The Ministry of Education and Science of Russia together with the interested federal executive bodies and organizations ought to organize the production of the international rankings of higher education institutions, including those of the CIS, BRICS and SCO countries, providing measures to ensure international recognition of such ratings. The results should be reported to the government by May 25, 2015,” the government said on its website.
At present 40 leading Russian universities are participating in the National Priority Project “Education,” - 2 leading traditional universities with special legal status, 9 federal universities, and 29 national research universities, fulfilling more than 300 educational programs and 262 collaborative education programs.
The Prime Minister is also planning to implement modern technologies, introduce computers into general education and improve distance learning systems for children in rural areas.
It is definitely the right time to set up cooperation with Russian and other CIS universities who now have all the potential and financial support from the state for implementation of various international projects and are getting more competitive on global arena with every day.
